گلگت بلتستان کی پُرفضا وادیاں ایک بار پھر سیاسی سرگرمیوں سے گونج اٹھی ہیں۔ گلیوں، بازاروں، دیہاتوں اور شہروں میں انتخابی بینرز، جلسے، کارنر میٹنگز اور سیاسی قافلے اس بات کی علامت ہیں کہ 7 جون 2026 کا انتخاب صرف نشستوں کا معرکہ نہیں بلکہ نظریات، عوامی اعتماد اور مستقبل کی سمت کا تعیّن بھی ہے۔ اس انتخابی ماحول میں جہاں بڑی بڑی قومی جماعتیں اپنی سیاسی طاقت آزما رہی ہیں، وہاں اسلامی تحریک پاکستان بھی ایک مرتبہ پھر بھرپور انداز میں میدان میں موجود ہے۔ ایک ایسی جماعت جو محض اقتدار کی سیاست نہیں بلکہ نظریاتی وابستگی، دینی تشخص اور عوامی حقوق کے تحفظ کو اپنی شناخت سمجھتی ہے۔
گلگت بلتستان کی سیاست ہمیشہ سے پاکستان کے دیگر خطوں سے مختلف رہی ہے۔ یہاں عوام صرف ترقیاتی نعروں یا وقتی وعدوں سے متاثر نہیں ہوتے بلکہ مذہبی شناخت، علاقائی احساس، سماجی انصاف اور عوامی خدمت کو بھی اہمیت دیتے ہیں۔ یہی وجہ ہے کہ اسلامی تحریک پاکستان گزشتہ چند دہائیوں سے اس خطے میں اپنی ایک مستقل عوامی بنیاد قائم رکھنے میں کامیاب رہی ہے۔ 1994 ء میں بھاری اکثریت سے کامیابی کے بعد سے انتخابی سیاست میں مسلسل موجودگی نے تحریک کو محض ایک مذہبی جماعت نہیں بلکہ ایک منظم سیاسی و عوامی قوّت کے طور پر متعارف کرایا ہے۔
اسلامی تحریک پاکستان کی سیاست کا اہم پہلو یہ ہے کہ اس نے ہمیشہ اپنے بیانیے کو اسلامی اقدار، آئین کی بالادستی، قانون کی حکمرانی اور عوامی حقوق کے تحفظ کے گرد مرکوز رکھا۔ یہی عناصر اس کے انتخابی منشور میں بھی نمایاں دکھائی دیتے ہیں۔ تحریک اس بات پر زور دیتی ہے کہ معاشرے میں انصاف، قانون کی برتری اور عوامی حقوق کا تحفظ ہی ایک پُرامن اور مستحکم نظام کی بنیاد بن سکتا ہے۔ یہی وجہ ہے کہ اس کی سیاست صرف اقتدار کے حصول تک محدود نہیں بلکہ ایک فکری اور نظریاتی جدوجہد کا رنگ بھی رکھتی ہے۔
آج جب ملک بھر کی سیاست میں نظریاتی کمزوری، مفاداتی اتحاد اور وقتی وابستگیاں عام ہوتی جا رہی ہیں، ایسے ماحول میں اسلامی تحریک پاکستان کی مسلسل نظریاتی سیاست اسے دیگر جماعتوں سے ممتاز کرتی ہے۔ گلگت بلتستان کے عوام خصوصاً مذہبی اور سماجی حلقے تحریک کو ایک ایسی قوّت کے طور پر دیکھتے ہیں جو دینی تشخص کے ساتھ ساتھ عوامی مسائل پر بھی واضح مؤقف رکھتی ہے۔ یہی وجہ ہے کہ الیکشن مہم کے دوران تحریک کے جلسوں اور رابطہ مہم میں عوامی دلچسپی نمایاں نظر آ رہی ہے۔
اس انتخابی معرکے میں صوبائی صدر شیخ مرزا علی کی سیاسی فعالیت بھی خصوصی توجہ کا مرکز بنی ہوئی ہے۔ وہ نہ صرف تنظیمی سطح پر کارکنان کو متحرک کر رہے ہیں بلکہ مختلف علاقوں کے دوروں، عوامی اجتماعات اور رابطہ مہم کے ذریعے تحریک کے پیغام کو گھر گھر پہنچانے کی کوشش کر رہے ہیں۔ گلگت بلتستان کی سیاست میں مقامی قیادت کا کردار ہمیشہ اہم رہا ہے اور شیخ مرزا علی اس حقیقت کو بخوبی سمجھتے ہیں۔ ان کی انتخابی حکمت عملی میں عوامی رابطہ، تنظیمی ہم آہنگی اور نظریاتی وابستگی کو بنیادی اہمیت حاصل ہے۔
دوسری جانب اسلامی تحریک پاکستان کے مرکزی سیکرٹری جنرل علامہ ڈاکٹر شبیر حسن میثمی کی شب و روز سرگرمیاں بھی اس انتخابی مہم کو نئی توانائی فراہم کر رہی ہیں۔ وہ مسلسل گلگت بلتستان کے مختلف علاقوں کا دورہ کر رہے ہیں، کارکنان سے ملاقاتیں کر رہے ہیں، امیدواروں کی حوصلہ افزائی کر رہے ہیں اور تنظیمی ڈھانچے کو مزید فعال بنانے میں مصروف ہیں۔ ان کی موجودگی کارکنان کیلئے حوصلے اور اعتماد کا باعث سمجھی جا رہی ہے۔ ڈاکٹر شبیر حسن میثمی کی سیاست کا نمایاں پہلو یہ ہے کہ وہ انتخابی سیاست کو صرف نشستوں کی دوڑ نہیں بلکہ ایک فکری اور اجتماعی ذمہ داری سمجھتے ہیں۔
اسلامی تحریک پاکستان کی انتخابی مہم میں ایک اور اہم چیز اس کا منظم اور نظریاتی کارکن ہے۔ پاکستان کی بہت سی جماعتیں انتخابی موسم میں متحرک ہوتی ہیں؛ لیکن تحریک کے کارکن سال بھر دینی، سماجی اور عوامی سرگرمیوں میں مصروف رہتے ہیں۔ یہی وجہ ہے کہ گلگت بلتستان کے دور دراز علاقوں میں بھی تحریک کی جڑیں موجود ہیں۔ عوام کے ساتھ مسلسل رابطہ، مذہبی اجتماعات، سماجی خدمات اور عوامی مسائل پر آواز اٹھانا تحریک کی سیاست کا مستقل حصہ رہا ہے۔
یہ بھی حقیقت ہے کہ گلگت بلتستان اس وقت مختلف سیاسی، آئینی اور معاشی چیلنجز سے گزر رہا ہے۔ نوجوانوں میں بے روزگاری، آئینی شناخت کا مسئلہ، بنیادی سہولیات کی کمی اور ترقیاتی منصوبوں کی سست روی عوام کیلئے اہم سوالات بن چکے ہیں۔ ایسے حالات میں وہ جماعتیں زیادہ توجہ حاصل کر رہی ہیں جو صرف نعرے نہیں بلکہ واضح مؤقف اور سنجیدہ حکمت عملی رکھتی ہوں۔ اسلامی تحریک پاکستان اپنے منشور میں آئین کی بالادستی، عادلانہ نظام کے قیام اور عوامی حقوق کے تحفظ جیسے نکات کو سامنے لا کر اسی خلا کو پُر کرنے کی کوشش کر رہی ہے۔
انتخابی میدان میں تحریک کیلئے چیلنجز بھی کم نہیں۔ بڑی قومی جماعتوں کے پاس مالی وسائل، حکومتی اثر و رسوخ اور وسیع انتخابی نیٹ ورک موجود ہے؛ لیکن اس کے باوجود اسلامی تحریک پاکستان کی طاقت اس کی نظریاتی وابستگی، منظم کارکن اور عوامی اعتماد میں پوشیدہ ہے۔ گلگت بلتستان کی سیاست میں یہ حقیقت کئی بار سامنے آ چکی ہے کہ یہاں عوام صرف سرمایہ یا طاقت کو فیصلہ کن عنصر نہیں سمجھتے بلکہ کردار، وابستگی اور عوامی خدمت کو بھی اہمیت دیتے ہیں۔
موجودہ انتخابی مہم کو دیکھتے ہوئے یہ کہنا غلط نہ ہوگا کہ اسلامی تحریک پاکستان اس بار پہلے سے زیادہ متحرک اور منظم انداز میں میدان میں اتری ہے۔ جلسے، کارنر میٹنگز، عوامی رابطہ مہم اور تنظیمی سرگرمیاں اس بات کا ثبوت ہیں کہ تحریک اس انتخاب کو انتہائی سنجیدگی سے لے رہی ہے۔ کارکنان میں جوش و خروش پایا جاتا ہے اور مرکزی رہنما مسلسل میدان میں موجود ہیں۔
7 جون 2026ء کا انتخاب صرف سیاسی نشستوں کی تقسیم نہیں بلکہ گلگت بلتستان کے عوام کے سیاسی شعور، نظریاتی وابستگی اور مستقبل کے انتخاب کا امتحان بھی ہوگا۔ اسلامی تحریک پاکستان اس انتخاب میں خود کو ایک ایسی جماعت کے طور پر پیش کر رہی ہے جو اسلامی اقدار، آئینی بالادستی، قانون کی حکمرانی اور عوامی حقوق کے تحفظ کو اپنی سیاست کا محور سمجھتی ہے۔ آنے والے دن یہ فیصلہ کریں گے کہ عوام اس بیانیے کو کس حد تک قبول کرتے ہیں؛ لیکن اس حقیقت سے انکار ممکن نہیں کہ اسلامی تحریک پاکستان نے گلگت بلتستان کی سیاست میں اپنی مستقل موجودگی، نظریاتی شناخت اور عوامی رابطے کے ذریعے خود کو ایک اہم سیاسی قوّت کے طور پر منوا لیا ہے۔
