In such a setting, the recent visit of Islami Tehreek Pakistan’s Central Secretary General, Allama Dr. Shabbir Hassan Meesami, and Central Secretary Information Zahid Ali Akhunzada gained extraordinary importance.
This visit was not limited to formal meetings, receptions, or routine organizational activities. Behind it appeared a broader political, intellectual, and organizational strategy. گلگت بلتستان ہمیشہ سے پاکستان کی سیاست، مذہبی شعور اور قومی مزاحمت کے تناظر میں ایک حساس اور اہم خطہ رہا ہے۔ یہاں کی سرزمین صرف جغرافیائی اہمیت نہیں رکھتی بلکہ فکری، مذہبی اور قومی حوالوں سے بھی اپنی منفرد شناخت رکھتی ہے۔ یہی وجہ ہے کہ جب بھی اس خطے میں کوئی بڑی سیاسی یا تنظیمی سرگرمی وقوع پذیر ہوتی ہے تو اس کے اثرات محض مقامی سطح تک محدود نہیں رہتے بلکہ قومی سیاست اور مذہبی حلقوں میں بھی اس کی بازگشت سنائی دیتی ہے۔ ایسے ہی ماحول میں اسلامی تحریک پاکستان کے مرکزی سیکرٹری جنرل علامہ ڈاکٹر شبیر حسن میثمی اور مرکزی سیکرٹری اطلاعات زاہد علی آخونزادہ کا حالیہ دورۂ گلگت بلتستان غیر معمولی اہمیت اختیار کر گیا۔
یہ دورہ محض رسمی ملاقاتوں، استقبالیہ تقاریب یا تنظیمی سرگرمیوں تک محدود نہیں تھا بلکہ اس کے پس منظر میں ایک وسیع تر سیاسی، فکری اور تنظیمی حکمت عملی کارفرما دکھائی دی۔ گلگت بلتستان میں آنے والے انتخابات، خطے کی بدلتی ہوئی سیاسی صورتحال، نوجوان نسل کے اندر بڑھتی ہوئی فکری جستجو اور قومی جماعتوں کے درمیان نئی صف بندیوں نے اس دورے کو مزید اہم بنا دیا۔ یہی وجہ ہے کہ اس پورے دورے میں جہاں عوامی رابطوں کو وسعت دی گئی، وہیں تنظیمی استحکام، نظریاتی وابستگی اور سیاسی بصیرت کو بھی نمایاں انداز میں اجاگر کیا گیا۔
مرکزی وفد نے اپنے دورے کے دوران جس انداز سے علماء، عمائدین، سیاسی شخصیات، نوجوانوں اور کارکنان سے رابطہ کیا، اس سے واضح ہوتا ہے کہ اسلامی تحریک پاکستان گلگت بلتستان کو صرف ایک انتخابی میدان کے طور پر نہیں بلکہ ایک فکری و نظریاتی مرکز کے طور پر دیکھ رہی ہے۔ سکردو سے گلگت ، نگر اور روندو تک مختلف علاقوں میں ہونے والے اجتماعات، نشستیں اور ملاقاتیں اس امر کی غماز رہیں کہ تنظیم مستقبل کی سیاست کو محض نعروں کے ذریعے نہیں بلکہ منظم حکمت عملی، عوامی خدمت اور نظریاتی استقامت کے ذریعے آگے بڑھانا چاہتی ہے۔
اس دورے کا ایک اہم پہلو یہ بھی تھا کہ اس میں عوامی خدمت اور سیاسی جدوجہد کو ایک دوسرے سے جدا نہیں رکھا گیا۔ شہداء کے خانوادگان سے ملاقاتیں، زخمیوں کی عیادت، متاثرہ علاقوں کا دورہ اور امدادی تعاون دراصل اس بات کا اظہار تھا کہ تنظیمی سیاست اگر انسانی درد سے خالی ہو جائے تو وہ عوامی اعتماد حاصل نہیں کر سکتی۔ یہی وجہ ہے کہ دورے کے دوران بارہا اس امر پر زور دیا گیا کہ قومی جماعت کی اصل طاقت اس کا عوام سے جڑا رہنا اور مشکلات میں ان کے ساتھ کھڑا ہونا ہے۔
دوسری جانب اس دورے میں نوجوانوں پر خصوصی توجہ بھی قابلِ ذکر رہی۔ جعفریہ اسٹوڈنٹس آرگنائزیشن اور جعفریہ یوتھ پاکستان کے پلیٹ فارمز پر ہونے والی نشستوں میں نوجوان نسل کو صرف سیاسی کارکن نہیں بلکہ ایک باشعور، فکری اور ذمہ دار قوّت کے طور پر پیش کیا گیا۔ علامہ شبیر حسن میثمی نے جس انداز میں نوجوانوں کو تعلیم، شعور، تنظیمی وابستگی اور ملی ذمہ داریوں کی طرف متوجہ کیا، وہ دراصل مستقبل کی سیاست کا ایک واضح خاکہ دکھائی دیتا ہے۔ گلگت بلتستان جیسے حساس خطے میں نوجوانوں کی فکری تربیت اور انہیں قومی دھارے کے ساتھ جوڑنا ایک اہم ضرورت ہے اور اس دورے میں یہی پہلو نمایاں دکھائی دیا۔
سیاسی اعتبار سے دیکھا جائے تو یہ دورہ اسلامی تحریک پاکستان کی انتخابی حکمت عملی کا بھی ایک اہم مرحلہ محسوس ہوتا ہے۔ مختلف سیاسی جماعتوں سے ملاقاتیں، استحکام پاکستان پارٹی کے ساتھ مذاکرات اور انتخابی امور پر مشاورت اس امر کی طرف اشارہ کرتی ہیں کہ آنے والے انتخابات میں اسلامی تحریک پاکستان صرف روایتی سیاست پر اکتفا نہیں کرے گی بلکہ زمینی حقائق، عوامی مزاج، ذمہ داران کی مشاورت اور سیاسی امکانات کو مدّنظر رکھتے ہوئے آگے بڑھے گی۔ تاہم اس تمام عمل میں ایک چیز مسلسل نمایاں رہی کہ جماعت نے اپنی نظریاتی شناخت اور ملی قیادت سے وابستگی کو ہر مرحلے پر مقدّم رکھا۔
اس دورے میں “ولایت فقیہ”، “ملی قیادت” اور “شہداء کے مشن” جیسے موضوعات کا بار بار ذکر محض جذباتی نعرہ نہیں تھا بلکہ یہ اس فکری تسلسل کی علامت تھا جس پر اسلامی تحریک پاکستان اپنی سیاست اور تنظیمی فکر کو استوار کرتی ہے۔ شہید سید ضیاء الدین رضویؒ کے مرقد پر حاضری اور ان کے مشن سے تجدیدِ عہد دراصل اسی فکری وفاداری کا اظہار تھا کہ جماعت اپنے شہداء، اپنی قیادت اور اپنے نظریاتی سفر کو ایک دوسرے سے جدا نہیں سمجھتی۔
یہ بھی حقیقت ہے کہ گلگت بلتستان کی سیاست اب ایک نئے مرحلے میں داخل ہو چکی ہے۔ عوام محض روایتی نعروں یا وقتی وعدوں سے مطمئن نہیں ہوتے بلکہ وہ ایسی قیادت چاہتے ہیں جو ان کے مسائل کو سمجھے، ان کے درمیان موجود رہے اور عملی میدان میں کردار ادا کرے۔ اس تناظر میں دیکھا جائے تو علامہ شبیر حسن میثمی کا یہ دورہ ایک متحرک، عوامی اور منظم فعالیت کی جھلک پیش کرتا ہے۔ اس پورے دورے میں عوامی اجتماعات، کارکنان کا جوش، نوجوانوں کی وابستگی اور مختلف حلقوں کی شمولیت نے یہ تاثر مضبوط کیا کہ گلگت بلتستان میں ایک نئی سیاسی و فکری فضا تشکیل پا رہی ہے۔
بلاشبہ کسی بھی دورے کی اصل کامیابی صرف نعروں یا اجتماعات میں نہیں بلکہ اس کے دیرپا اثرات میں پوشیدہ ہوتی ہے۔ اگر اس دورے کے بعد تنظیمی استحکام میں اضافہ ہوتا ہے، نوجوانوں کی فکری تربیت مضبوط ہوتی ہے، عوامی مسائل کے حل کی عملی کوششیں سامنے آتی ہیں اور سیاسی میدان میں مثبت کردار ادا کیا جاتا ہے تو یہ دورہ گلگت بلتستان کی سیاسی و تنظیمی تاریخ میں ایک اہم موڑ ثابت ہو سکتا ہے۔ یہی وجہ ہے کہ اس پورے سفر کو محض ایک تنظیمی سرگرمی نہیں بلکہ بیداری، وابستگی، خدمت اور سیاسی شعور کی ایک متحرک تحریک کے طور پر دیکھا جا رہا ہے۔
