امریکہ کیلئے سب سے زیادہ تشویشناک پہلو یہ ہے کہ خلیج فارس میں اس کی عسکری نقل و حرکت پہلے جیسی آزاد اور بے خوف نہیں رہی۔ بحرین، قطر، کویت اور متحدہ امارات میں قائم امریکی اڈے کئی دہائیوں سے واشنگٹن کی علاقائی بالادستی کی علامت سمجھے جاتے تھے۔ انہی اڈوں کے ذریعے امریکہ نہ صرف اپنے اتحادیوں کو تحفظ کا احساس دلاتا تھا بلکہ ایران پر نفسیاتی دباؤ بھی برقرار رکھتا تھا؛ لیکن اب صورتحال یکسر بدلتی دکھائی دے رہی ہے۔ ایران نے اپنی بحری حکمت عملی، میزائل صلاحیت اور علاقائی اثر و رسوخ کے ذریعے امریکہ کو یہ احساس دلایا ہے کہ خلیج فارس اب یکطرفہ امریکی کنٹرول کا علاقہ نہیں رہا۔
اسی تناظر میں امریکی جنگی جہازوں کی آبنائے ہرمز سے آمد و رفت واشنگٹن کیلئے محض عسکری کارروائی نہیں بلکہ سیاسی اور نفسیاتی جنگ کا حصہ بن چکی ہے۔ امریکہ اس راستے سے اپنے جنگی جہازوں کی موجودگی کو معمول بنانا چاہتا ہے تاکہ دنیا کو یہ پیغام دیا جا سکے کہ اس کی عسکری طاقت بدستور برقرار ہے۔ دوسری طرف ایران اس عمل کو روک کر یہ ثابت کرنا چاہتا ہے کہ خطے میں طاقت کا توازن تبدیل ہو چکا ہے۔ یہی وجہ ہے کہ مذاکرات، جوہری پروگرام اور تجارتی جہازوں کی سلامتی جیسے موضوعات اپنی جگہ اہم ہونے کے باوجود، امریکی پالیسی سازوں کیلئے سب سے بڑا مسئلہ دراصل اپنی عسکری موجودگی کا تحفظ بن چکا ہے۔
یہ صورتحال امریکہ کے عرب اتحادیوں کیلئے بھی غیر معمولی تشویش کا باعث ہے۔ ماضی میں یہی ممالک امریکی طاقت پر مکمل انحصار کرتے تھے؛ لیکن اب انہیں محسوس ہو رہا ہے کہ واشنگٹن ان کی توقعات پوری کرنے کی صلاحیت کھوتا جا رہا ہے۔ خاص طور پر متحدہ عرب امارات کی صورتحال زیادہ پیچیدہ دکھائی دیتی ہے۔ امارات نے گزشتہ برسوں میں اسرائیل کے ساتھ تعلقات استوار کرکے خود کو ایک نئے علاقائی بلاک کا حصہ بنانے کی کوشش کی اور اسے یقین دلایا گیا کہ ایران جلد کمزور ہو جائے گا اور خطے کا سیاسی نقشہ تبدیل ہو جائے گا۔ مگر وقت نے ثابت کیا کہ یہ اندازے حقیقت سے زیادہ خواہشات پر مبنی تھے۔
امارات کی قیادت نے اپنی معیشت، تجارت اور سکیورٹی کو ایک ایسے تصور کے ساتھ جوڑ دیا جس کی بنیاد اسرائیلی وعدوں اور امریکی یقین دہانیوں پر قائم تھی۔ انہیں یہ امید دلائی گئی کہ خطے میں ایران کا اثر کم ہو جائے گا اور دبئی و ابوظہبی مزید مضبوط عالمی تجارتی مراکز بن جائیں گے؛ لیکن آج صورتحال اس کے برعکس دکھائی دے رہی ہے۔ خلیج فارس میں بڑھتی ہوئی غیر یقینی کیفیت، ایران کی طاقت کا عملی اظہار اور امریکہ کی محدود ہوتی عسکری صلاحیت نے اماراتی قیادت کو شدید اضطراب میں مبتلا کر دیا ہے۔
درحقیقت موجودہ بحران نے یہ واضح کر دیا ہے کہ خطے میں طاقت کا اصل معیار صرف معاشی ترقی یا مغربی حمایت نہیں بلکہ جغرافیائی برتری، عسکری تیاری اور سیاسی استقامت ہے۔ ایران نے یہی عناصر استعمال کرتے ہوئے خلیج فارس میں اپنی پوزیشن کو مضبوط بنایا ہے۔ یہی وجہ ہے کہ آج نہ صرف چھوٹے عرب ممالک بلکہ خود امریکہ بھی اس حقیقت کو محسوس کر رہا ہے کہ آبنائے ہرمز اب پہلے جیسی آزادگاہ نہیں رہی جہاں امریکی بحری بیڑے بغیر کسی مزاحمت کے اپنی موجودگی دکھاتے رہیں۔
ٹرمپ کیلئے اصل خطرہ صرف یہ نہیں کہ وہ ایک جنگی یا سفارتی ناکامی کا سامنا کریں، بلکہ اصل خوف یہ ہے کہ تاریخ انہیں اس امریکی صدر کے طور پر یاد رکھے جو مشرقِ وسطیٰ میں امریکی اثر و رسوخ کے زوال کی علامت بن گیا۔ اسی لئے وہ ہر قیمت پر یہ تاثر ختم کرنا چاہتے ہیں کہ ایران خطے کا ناقابلِ تردید طاقت و مرکز بن چکا ہے۔ آبنائے ہرمز سے امریکی جنگی جہاز کی حتیٰ کہ علامتی گزرگاہ بھی واشنگٹن کیلئے اس وقت ایک نفسیاتی فتح کی حیثیت اختیار کر چکی ہے۔
خلیج فارس کی حالیہ صورتحال دراصل ایک نئے علاقائی دور کا آغاز معلوم ہوتی ہے؛ ایسا دور جہاں امریکہ کی مطلق بالادستی چیلنج ہو رہی ہے، عرب اتحادی غیر یقینی کیفیت کا شکار ہیں اور ایران ایک ایسے اعتماد کے ساتھ سامنے آ رہا ہے جو چند برس پہلے ممکن دکھائی نہیں دیتا تھا۔ یہی وہ حقیقت ہے جس نے واشنگٹن کی نیندیں حرام کر رکھی ہیں اور یہی وہ بنیادی سبب ہے جس کی وجہ سے آبنائے ہرمز آج صرف ایک بحری راستہ نہیں بلکہ عالمی طاقتوں کی انا، بقا اور برتری کی جنگ کا استعارہ بن چکا ہے۔
